Andrew Morgan seeks a Federal Financial Consultant to join our Federal Client in Arlington, VA. The Federal Financial Consultant will assist the Program/Project Manager, Budget and Execution (B/E) Team, and Cost Estimation Team in providing practical solutions and cost methodologies to the acquisition of Defense Health Systems. The successful candidate will assist in improving processes and procedures for managing financial reporting requirements. The individual should be able to balance multiple priorities simultaneously while still executing high quality deliverables that meet or exceed timelines and expectations. This person should be able to effectively communicate findings and deliverables to AMC team members, clients, and other external stakeholders through various methods, including, white papers, reports, presentations, dashboards, etc. The ideal candidate should work well in a fast-paced environment, be flexible and adaptable to client needs, and utilize an innovative and solutions-oriented approach for all tasks and projects. Any prior experience working within the Department of Defense (DoD) is preferred and candidates with this experience are encouraged to apply.
Role, Responsibilities, and Performance Objectives
- Coordinate with the Program/Product Manager(s), B/E Team, Acquisitions, and Cost Estimation Team to collectively achieve key mission goals.
- Serves as a Consultant to the Acquisition, Budget and Execution, and Program team and is able to forecast key tasks, plan for them in advance, and confirm that activities are executed effectively and on-time
- Implements and tracks goals and objectives for programs and projects in support of Program Objective Memorandum (POM) and spend plan completion.
- Conducts both quantitative and qualitative analyses in support of business workflow processes and recommends the planning for corrective courses of action.
- Presents information derived from data and process analyses to various clients with proficiency in oral, visual, and written communications.
- DOD Financial Experience with POM, Future Year Defense Program (FYDP), Issue and Info Papers, and data calls preferred
- Communicates with internal and external customers and stakeholders.
- Completes all assigned actions and tasks within suspense period.
- Fully capable of collecting, compiling, editing, analyzing, and presenting data.
- In-depth knowledge of financial, project, and program management principles.
Required Education
Bachelor's Degree in a related field such as Business, Management, Finance, Accounting, or other related field.
Required Experience and Certifications
3+ years of experience in the following areas:
- Federal Financial Management Consulting
- P rocess improvement projects
- Budgeting and making recommendations based on findings
- Strong Microsoft Office program experience particularly in Excel and PowerPoint
- Familiar with the PPBE process
- Self-starter who has strong interpersonal and communication skills
- Presentations on data-informed recommendations
- Presenting findings to executive level clients
- Facilitating client management teams through change processes and delivering presentations
- Leading client meetings
- Using agile and/or project management methodology to ensure timeliness of deliverables and a collective awareness of budgetary constraints and milestones
- Directing the budgetary activities that will govern success and drive progress toward client KPIs and mission objectives
Desired Experience and/or Certifications
- Knowledge of and Experience with DFAS
- Knowledge of and Experience with DCAS
- Knowledge of and Experience with GFEBS
- DoD Financial Management Certification Level II (DFMC-2)
- DoD-recognized Test-based FM Certification (See DoD FM Certification brief for list); or DAU Practitioner Certification in Business Financial Management (BFM) or Business Cost Estimating (BCE)
Clearance
- Ability to obtain Public Trust (DoD CAC), required
- Current DoD Public Trust (Tier 1 investigation), preferred
Salary
Salary is commensurate with both experience, location, and certification.
Location
Hybrid. The primary location for work to be performed is REMOTE; however client will require weekly meetings in Arlington, VA (Rosslyn). Travel will be required (location TBD) on a quarterly basis.
