Job Description:

This position manages the financial affairs for the court and supervises the court's accounting and federal grant staff. If you enjoy budgeting, accounting, and finance - and have experience with the State of Nebraska accounting system - this may be the position for you!

Pay Range: $39.423 - $42.788 per hour. Pay rate may be commensurate with education and/or experience within fiscal constraints, if approved.
  • Manage and supervise the Accounting and Finance section of the court; develop work schedules and priorities; and assign, supervise, and review the work of section staff.
  • Interview applicants for positions within the section, recommend selection and promotion of section employees, administer discipline, counsel and evaluate performance of section employees, and train new and existing section employees.
  • Formulate, implement, and evaluate section policies and procedures, and make changes as needed. Determine and recommend financial policies and procedures to the Administrator which have a bearing upon the courts operations.
  • Develop methods and procedures to assure proper maintenance of all accounting and financial records for the court.
  • Determine when matters should be forwarded to the Court Administrator. Inform the Administrator of potential concerns or risks to the court.
  • Periodically produce and review management reports to identify and investigate problem areas and take corrective action. Review with the Court Administrator as necessary.
  • Evaluate availability of resources, plan for future needs, and make recommendations to the Court Administrator concerning resources needed.
  • Prepare and manage the court budget.
  • Monitor all revenue and expenditure of funds to ensure proper controls are maintained in accordance with statutory and legislative budget authorization.
  • Assist in preparing the annual report and court-wide strategic plan, under direction of the Court Administrator and in cooperation with other court managers.
  • Assist in the development, installation, and operation of the courts computerized information systems.
  • Coordinate with other court managers as necessary on matters of mutual concern.
  • Coordinate and monitor the courts facility leases.
  • Establish and maintain internal control and reporting systems, including but not limited to inventory control, budget control, and purchasing. Monitor expenditures to ensure fiscal control and proper program disbursement.
  • Manage court accounting and payroll functions.
  • Annually analyze and project the balances of the Compensation Court Cash Fund and the Workers Compensation Trust Fund to determine if assessments are needed, and make recommendations to the Court Administrator.
  • Develop and periodically review and update court-wide business related policies and procedures.
  • Advise the Court Administrator and Presiding Judge on matters pertaining to the courts fiscal policies.
  • Manage the OSH and CFOI federal grant programs, including grant applications and reporting.
  • Coordinate with vendors, state purchasing, and other public and private entities to arrange for products and services. Together with the General Counsel, maintain a current copy of all contracts signed on behalf of the court.

Requirements / Qualifications:

Minimum Qualifications : Bachelors degree with emphasis in business administration, accounting, finance, mathematics, statistics, or economics or comparable field, and six years accounting experience in budget preparation, accounting processes, and / or proper accounting controls. Equivalent years of experience may substitute for a degree. Supervisory experience is required.

Preferred Qualifications: Experience with the State of Nebraska accounting systems is preferred.
