The Windham Public Schools is seeking an experienced, flexible problem solver to serve as Chief Finance Officer. This senior executive is responsible for managing and overseeing all financial aspects of the organization, including budgeting, financial planning, accounting, and reporting. Further, this person leads the Business Office team and oversees those operations that support both the organization and employees. The Chief Finance Officer plays a crucial role in not only ensuring the District's fiscal health, but also the attainment of our educational mission.
Qualifications:
Degree in Business Administration, Accounting, or Educational Leadership (master's preferred)
Possesses or eligibility for Connecticut Certification for Business Manager (085)
Familiarity with school district and/or town operations
Knowledge of and experience with school finances including federal and state reporting systems and funding sources
Experience with:
comprehensive budgeting in a school setting
payroll, accounts payable and receivable
pension and health benefits
collective bargaining negotiations
grants and project revenue (i.e. eGMS)
financial software (i.e. MUNIS)
Demonstrated leadership ability and organizational skills
Demonstrated excellence in supervision and team development
Strong communication, technology, and interpersonal skills
Positive attitude, integrity, and a sense of humor essential
Other qualifications as determined by the Superintendent and/or the Board of Education.
Responsibilities:
- Act as the principal financial advisor and strategic partner to the Superintendent
- Lead the planning, implementation, and supervision of financial operations including accounting, purchasing, forecasting, budgeting, insurance, legal (when related to finance matters), and contracts (reviews contracts for financial implications)
- Evaluate and advise on short- and long-term financial and strategic planning
- Provide regular financial updates and analysis to the Superintendent
- Regularly confers with building principals and administrators regarding problems/solutions related to district financial and other assigned operating areas
- Ensure proper internal controls and documentation are in place to support annual reporting and audits
- Supervise staff and manage personnel matters in areas under direct oversight
- Ensure compliance with local, state, and federal laws, Board policies, and institutional regulations.
- Build and maintain strong relationships with key municipal stakeholders and town representatives
- Attend and present at Board and committee meetings as directed by Superintendent
- Engages non-instructional finance personnel in professional learning opportunities as necessary
- Perform additional duties as assigned by the Superintendent
