Under the direction of Financial Analyst Supervisor, within the Ohio State Highway Patrol (OSHP), Fiscal Services Section, independently or as a lead worker researches & analyzes complex information to resolve errors, modifies data &/or determines appropriate action with external involvement:

Implements & provides direction on accounts payable reporting & monitoring processes across the division;

Ensures that routine procedures for processing operating transactions are being followed;

Utilizes Business Intelligence (BI), Ohio Administrative Knowledge System (OAKS) Financials, Microsoft Access &/or Excel to run reports to monitor activity;

Recommends corrective action & raises awareness of suspicious or non-compliant activity to manager;

Assists with training on all new processes for accounts payable & travel;

Monitors program effectiveness (e.g., validates processes, solicits feedback from colleagues & management, etc.) in order to maintain the integrity of the department's spending & prevent abuse through consistent & transparent procedures & reporting requirements;

Monitors & reports on accounts payable activities to ensure uniformity between payables & goods taken into inventory; Ensures purchased items make it into inventory;

Utilizes Microsoft Office products & contracts to establish reporting methods for verifying the accuracy of prices paid against invoices;

Ensures compliance of agency established accounting policies & procedures with Office of Budget & Management (OBM) & Department of Administrative Services (DAS) requirements, Generally Accepted Accounting Principles (GAAP) as well as state & federal laws & regulations as they relate to the accounts payable program;

Reviews & makes recommendations for business functions of Accounts Payable section;

Analyzes productivity levels ensuring efficiency & quality of agency operations &/or services;

Researches & analyzes programs, procedures & policies & makes recommendations to supervisor for improvements;

Recommends & implements approved activities;

Utilizes data analysis &/or trend analysis to present business solutions based on benchmarking & interpretation of data used for operational purposes;

Identifies program deficiencies & recommends improvements through increased efficiencies by compiling historical & current information (i.e., executive summaries, status reports, quarterly reports, outstanding reports, graphs, etc.) which supports the recommendation to change or enhance accounts payable programs;

Performs various duties related to the Accounts Payable Program (e.g., enters & reviews vouchers; reviews rejects; assists in completion of monthly & quarterly payables reports prepares reconciliation reports as it relates to accounts payables; coordinates stop payment process & reissuance functions; monitors voucher cancellation & travel reimbursement; ensures timely & accurate payment of all operating invoices; etc.);

Collaborates with purchasing program lead;

Explains account code usage & monitors compliance with Ohio Department of Public Safety (ODPS) & OBM payment procedures;

Assists Manager in participating in process walkthroughs for accounts payable;

Acts as liaison with districts to assist in the processing of district operating vouchers for payment & responds to district inquiries;

Serves as liaison between ODPS & OBM on accounts payable matters; Researches & resolves issues;

Researches & responds to inquiries & complaints; Furnishes information & explains programs to the public.

Performs other duties as assigned (e.g., updates training materials using Microsoft PowerPoint; coordinates staff & district meetings; maintains shared drives to ensure they are updated & in compliance with retention schedules; etc.).

Qualifications

Option 1

42 mos. exp. or 42 mos. trg. in accounting &/or finance to include an advanced level of experience in spreadsheet software.

Option 2

-Or completion of undergraduate core program in business administration, accounting, finance or related field;

AND 18 mos. exp. or 18 mos. trg. in accounting &/or finance to include an advanced level of experience in spreadsheet software.

Option 3

-Or completion of graduate core program in business administration, accounting, finance or related field;

AND 6 mos. exp. or 6 mos. trg. in accounting &/or finance to include an advanced level of experience in spreadsheet software.

Option 4

-Or 12 mos. exp. as Financial Analyst, 66562.

Or equivalent of Minimum Class Qualifications for Employment noted above.

NOTE: Successful completion of the Fiscal Academy may be substituted for 4 mos. of required accounting/fiscal experience referenced in this portion of the minimum qualifications.
