Who We Are:

The Ohio Facilities Construction Commission (OFCC) oversees capital projects undertaken by state agencies and state-supported higher education institutions; manages Ohio's school facility programs which support the construction and renovation of public K-12 schools; and administers the funding for community-based cultural and sports facilities projects.

The Commission sets uniform rules, procedures, and standardized documents for state construction under Chapter 153.

The legislature established the Commission in 2012 with the merger of the Ohio School Facilities Commission (OSFC) and the former Office of State Architect. In 2013, the Commission undertook oversight of the cultural facilities grants program. In 2017, the legislature further folded all OSFC duties and responsibilities into the Commission, consolidating guidance and oversight for its various programs into one entity.

In 2021, the Commission celebrated 100 years of public construction in the Buckeye State.

What We Do:

What You'll Do:

Provides oversight and fiscal management of grant programs, including:

  • Processing and reviewing reimbursement requests from subrecipients, ensuring expenditures are eligible, properly documented, and aligned with grant agreements.
  • Preparing and submitting quarterly and annual reports summarizing program activities, expenditures, outcomes, and performance metrics in accordance with grant requirements.
  • Monitoring subrecipients for compliance with applicable federal and state laws, rules, and grant conditions through desk reviews, onsite visits, and audits.
  • Providing timely and accurate responses to subrecipients' questions regarding program requirements, allowable costs, reporting procedures, and documentation standards.
  • Assisting in the development and implementation of grant-related policies, guidance materials, forms, and training for subrecipients.

Manages the financial processes associated with retainage and lien funds for OFCC-administered construction projects, including:

  • Overseeing the timely and accurate deposit of retainage and lien funds into escrow accounts
  • Coordinating the release of retainage and lien funds upon satisfaction of project milestones and lien resolution.
  • Reconciling the escrow activity monthly.
  • Ensuring fiscal controls & processes are followed for all escrow accounts

Drafts, coordinates, and manages the OFCC's Controlling Board (CB) requests, ensuring submissions are timely, accurate, and compliant with state requirements.

Required

  • 3 years of experience in accounting, finance, budgeting, auditing, or other related experience
  • 3 years of MS Excel experience
