WHO WE ARE LOOKING FOR

The Department of Technology and Enterprise Business Solutions is recruiting to fill two vacant Management and Budget Specialist III positions. One Management and Budget Specialist III will provide comprehensive fiscal and budgeting support, acting as the General Fund , Office of Broadband P rograms, CIP, and Grant funding subject matter expert for TEBS. A second Management and Budget Specialist III will provide comprehensive fiscal and budgeting support, acting as the General Fund and NDA subject matter expert for TEBS.

This position will ensure the smooth and accurate flow of financial operations, contributing directly to the financial health and operational efficiency of the department. This position demands a proactive and detail-oriented fiscal expert who can independently manage complex responsibilities, collaborate effectively, and meet critical deadlines.

A criminal background and credit history check will be conducted on the selected candidate prior to appointment and will be a significant factor in the hiring decision.

The Management and Budget Specialist III (OBP/CIP) will:

  • Participate in the development and monitoring annual budget submissions for the Office of Broadband Program (OBP) which consists of Cable Communications Plan operating budget, FiberNet, and Grant funding.

  • Participate in the development and monitoring annual budget submissions for TEBS Capital Improvements Plan (CIP) submissions.

The Management and Budget Specialist III (GF/NDA) will:

  • Participate in the development and monitoring annual budget submissions for the TEBS General Fund and NDA accounts.

Key areas of responsibility and major duties for both positions include:

Budget Management:

  • Managing and processing fiscal transactions into Oracle and BASIS, ensuring accuracy and compliance with all County policies and procedures.

  • Reviewing and approving fiscal transactions in Oracle, then tracking and securing approvals from OMB, Procurement, and Finance, when necessary.

  • Preparing fiscal analysis, trends, and dashboards for managers, and completing quarterly analysis reporting requirements.

  • Tracking and monitoring procurement exemption requests with OMB.

Accounts Payable and Procurement Oversight

  • Being a subject Matter Expert (SME) for accounts payable, ensuring payments, requisitions (RQs), and direct purchase orders (DPOs) are processed in a timely manner and in accordance with County policies and procedures.

  • Being the primary approver for RQs, DPOs, and invoices, ensuring Procurement policies and procedures are followed.

  • Provide feedback and guidance to TEBS fiscal processors to ensure smooth workflow and implement system improvements.

Yea r -End Coordination

  • Participating in the year-end fiscal duties for the department, communicating tasks, process, and deadlines.

  • Managing any late procurement exception requests, and ensuring all deadlines are met.

Collaborating and Compliance

  • Working collaboratively with County-wide colleagues (OMB, Finance, Procurement) and successfully fostering strong working relationships.

  • Being highly resourceful, adaptable, and adept at managing multiple competing priorities, consistently delivering high-quality results within tight deadlines.

  • Performing other job-related duties as assigned.

Hybrid Telework Schedule : This position will be required to report to the office in Rockville, minimum 3 days per week.

For Management and Budget Specialist III, Grade 25:

Experience: Three (3) years of professional experience reviewing, analyzing , and monitoring operational and/or capital budgets, including analysis of and reporting on management and programmatic issues having budgetary implications.

For Management and Budget Specialist II, Grade 22:

Experience: Two years (2) years of professional experience reviewing, analyzing , and monitoring operational and/or capital budgets, including analysis of and reporting on management and programmatic issues having budgetary implications.

For All Levels:

Education: Graduation from an accredited college or university with a bachelors degree.

Equivalency: An equivalent combination of education and experience may be substituted.

All Applicants will be reviewed by the Office of Human Resources (OHR) for minimum qualifications. Those applicants who meet minimum qualifications will be rated Qualified, placed on the Referred List, and may be considered for an interview.

Preference for interviews will be given to applicants with experience in the following:

  • Experience in the full-cycle public budgeting and proficient in financial software, such as Oracle and BASIS.

  • Proficiency with fiscal reporting software, such as BI Tool Reports: General Ledger, Accounts Payable, and Projects and Grants; and BI Dashboards a plus.

  • Knowledge of public Accounts Payable and Procurement policies, preferably of Montgomery County.

  • Strong knowledge of fiscal management, contracting, and grant administration to review and ensure the accuracy of financial transactions and reports. Skilled in entering and verifying payment data, journal entries, and generating reports. Familiar with key programs, funding sources, and operational constraints to advise on fiscal and general management matters. Proficient in budgeting principles and practices to develop and manage annual or multi-year budgets, with an understanding of County policies and procedures to support budget execution.
