The City of Bethlehem is seeking an experienced and driven Deputy City Controller to join our leadership team. This is a high-impact role for a finance professional who thrives in a collaborative environment and is passionate about public sector accounting, financial oversight, and government transparency.

As Deputy Controller, you'll play a critical role in managing the City's financial operations, ensuring compliance, improving processes, and supporting strategic decision-making at the highest levels of local government.

EXAMPLES OF WORK PERFORMED

• • Lead daily operations of the Controller's Office, supervising accounting and administrative staff
• • Review and approve requisitions, purchase orders, contracts, and expenditures
• • Ensure compliance with municipal budgets, City Council ordinances, and financial policies
• • Oversee financial reporting, check runs, procurement card activity, and petty cash audits
• • Partner with department leaders to support budget management and financial decision-making
• • Prepare and present the Quarterly Financial Report to City Council
• • Support pension oversight and compliance (including Act 44 and vendor requirements)
• • Conduct financial analysis, audits, and investigations, including hotline complaints
• • Identify opportunities for cost savings, revenue enhancement, and process improvement
• • Assist with development of policies, procedures, and internal controls
• • Represent the Controller's Office at budget hearings, Finance Committee meetings, and interdepartmental discussions
• • Serve as Acting Controller when needed

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

• • Strong knowledge of fund accounting, governmental accounting standards (GASB), and financial compliance
• • Experience with audits, internal controls, and financial reporting
• • Familiarity with federal compliance (A-133/Uniform Guidance) is a plus
• • Experience reviewing contracts, budgets, and financial documents
• • Excellent communication skills with the ability to explain complex financial information clearly
• • Strong analytical, problem-solving, and organizational skills
• • High level of integrity, professionalism, and attention to detail
