Annually, DHCD finances approximately 4,000 units of multifamily rental housing in 40 properties, amounting to $650 million in construction and permanent financing. Additionally, DHCD administers rental assistance programs and innovativeinitiativesdesigned to expand affordable housing opportunities for people with disabilities, increase the energy effective and sustainability of affordable multifamily developments, and preserverental housing.\r\n\r\n\r\nThis position serves as a Program Administrator for the Eastern Shore Regional Office in Cambridge, MD. The Rental and Community Services Administrator is responsible for the general administration, management and oversight of a range of rental assistance programs including the Housing Choice Voucher Program ('HCV'), StatewideVoucher Program, and Community Engagement activities on the Eastern Shore. Under the general supervision of the CommunityDevelopment Administration, the Administrator is responsiblefor supporting theadministration's mission by ensuring the Eastern Shore Regional Office programs comply with Federal/State/Local Regulations.\r\n\r\n\r\n\r\nDHCD offers a flexible work schedule, telework and job sharing options, training, advancement and career path opportunities, casual business dress on Fridays, and a competitive salary. Initial salary offers are determined by qualifications, experience, and available budget, and typically do not exceed $118,376/year.\r\n LOCATION OF POSITION 411 Dorchester Avenue, Suite 202, Cambridge, MD 21613\r\n POSITION DUTIES This position oversees a range of community relations, marketing, and communications activities, as well as ongoing program development, administration, management, and budgeting for the Maryland Department of Housing and Community Development (DHCD) Community Engagement Center (CEC) in Cambridge, Maryland. The Administrator will be the key on-site member of the Maryland DHCD team.\r\n\r\n\r\nThe position furthers the Department's mission by assuring that the expansion of affordable housing opportunities for lower income citizens is maintained for the long term with the use of rental assistance. In addition, network with public and social service agencies to coordinate services offered to households to promote self-sufficiency. The applicant should be very knowledgeable in determinations of income eligibility, contract executions, HUD secure systems and the HUD regulations governing the Housing Choice Voucher Program. The applicant should be able to effectively communicate with tenants, landlords and program staff both orally and in writing.\r\n MINIMUM QUALIFICATIONS \r\nEducation:A Bachelor's degree in Finance, Business Administration, Public Policy, Public Administration, Social Work, Economics, Accounting or a related field from an accredited college or university.\r\n\r\n\r\nExperience: At least Seven years of experience administering\r\ngovernment funded rental assistance programs, professional financial/risk\r\nanalysis experience, such as managing government programs, data analysts,\r\nexamining and or analyzing financial statements, budgets, grant programs and\r\nreports (as applicable); and a minimum of three (3) years of supervisory\r\nexperience.\r\n\r\n\r\nNotes:\r\n\r\n\r\n1. A master's degree\r\nin Finance, Business Administration, Public Policy, Public Administration, Social work, Economics, Accounting or a related field from an accredited\r\ncollege or university may be substituted for two years of the required\r\nexperience.\r\n\r\n\r\n2. Candidates may\r\nsubstitute direct experience administering the Federal Housing Choice Voucher\r\nProgram under Section 8 of the United States Housing Act of 1937 (42 U.S.C. \r\n1437f) on a year-for-year basis for the required education.\r\n\r\n\r\n3. Candidates may\r\nsubstitute U.S. Armed Forces military service experience as a commissioned\r\nofficer in the Accounting or Loan Officer Classifications, or as a commissioned\r\nofficer in business and industry classification or business and industry\r\nspecialty codes in the housing management field of work on a year-for-year\r\nbasis for the required experience and education.\r\n \r\n\r\n DESIRED OR PREFERRED QUALIFICATIONS \r\n Experience\r\n in affordable housing, including experience with HUD rental assistance\r\n programs, particularly the Housing Choice Voucher Program.\r\n Experience managing,\r\n evaluating, or auditing rental assistance programs.\r\n Experience coordinating community engagement/outreach.\r\n Experience\r\n and or knowledge of commercial, state or federal programs and tools\r\n related to rental assistance or housing finance.\r\n Experience and/or knowledge of local, state and federal policies\r\n and issues affecting affordable rental housing.\r\n\r\n LICENSES, REGISTRATIONS AND CERTIFICATIONS Employees in this classification may be assigned duties which require the operation of a motor vehicle.
