JOB DESCRIPTION:

Primary Purpose

Plan and implement a program to ensure compliance with accountability standards, laws, regulations, and policies. Examine the adequacy and effectiveness of the district's system of internal controls.

RESPONSIBILITIES:

Major Responsibilities and Duties

  1. Develop and execute an annual comprehensive compliance review plan using risk-based methodology to include campus financial reviews.

  2. Review the reliability and integrity of financial and operating information and the means used to identify, measure, and classify such information.

  3. Design and develop data collection tools to facilitate monitoring and evaluation of programs.

  4. Monitor and evaluate a wide variety of programs, as required, for the purpose of ensuring District compliance with federal and state law, State Board of Education rules, local board policy, and administrative policies and procedures.

  5. Perform research as needed for problems or issues that arise and propose needed adjustments and corrections

  6. Communicate and correspond with program managers and administrative assistants in matters of accounting issues, financial reports, budgets, accounts payable, and payroll activities for each program

  7. Coordinate initial topic research, planning, and compliance design with stakeholders and external agencies for the purpose of grant writing and preparation.

  8. Use appropriate methodologies and software tools (such as spreadsheets, databases, survey platforms, data visualizations, and statistical packages) to conduct analyses and develop reports to inform stakeholders.

  9. Monitor expenditures to ensure District compliance, verify funds are expended as budgeted and expenditures do not exceed approved appropriations

  10. Monitor and collaborate with department staff to ensure assigned state and federal funds are properly maintained

  11. Prepare all compliance reports including recommendations for improvement and communicate conclusions and recommendations to stakeholders.

  12. Manage and utilize data effectively for systemic process and program analysis.

  13. Implement data-driven decision-making for improvement efforts based on best practices.

  14. Manage and utilize policy effectively for maintaining systemic processes and practices.

  15. Account for the verification of the correct policy regarding all decisions and correspondence.

  16. Implement effective policy-driven decision-making.

  17. Remain abreast of local, state, federal, and court-ordered mandates, technical and professional trends, and developments impacting programs being monitored.

  18. Assists with questions and problems from budget managers.

  19. Assists in the preparation of all budgetary publications and presentations.

  20. Attendance at work is an essential function.

  21. Perform other duties as assigned by the Executive Director pf Budget and Compliance or designee.

Supervisory Responsibilities:

  1. Supervise and evaluate the performance of Compliance Analyst.

EXPERIENCE:

Minimum Experience:

  • Experience in school district accounting, auditing, and accounting procedures and other qualifications in governmental accounting as deemed necessary

QUALIFICATIONS:

Minimum Education/Certification:

  • Bachelor's degree or higher from an accredited college or university with a major in accounting, business administration or related degree
  • Valid Texas driver's license
  • Eligible for coverage under the District's vehicle insurance program

Special Knowledge/Skills:

  • Knowledge of school finance, budgets, accounting system, and office management techniques and procedures
  • Must attain a working knowledge of all state laws and regulations pertaining to the reporting of financial information to state, federal, and local agencies
  • Effective communication skills and the ability to exercise judgment in decision making
