Salary Range: $51,624 - $62,197

Position Purpose

Provides professional level financial knowledge and skills including budget, financial and performance metrics monitoring, and analysis to support financial decision making. Assists with financial business to ensure compliance with management instructions, applicable statement of policy and procedures, and to maintain consistency with District objectives and best practices; interfaces with department and campus personnel to provide training for planning and monitoring of allocated funds.

ESSENTIAL JOB FUNCTIONS

Budget

Assists with projections for department budget submissions based on analysis of needs and priorities for review by appropriate personnel.

Creates financial reports as needed to ensure monitoring for budgets and expenditures.

Guides and provides support to campus and district personnel with preparation and submission of program funds.

Assists with procurement of materials, furniture, equipment, and instructional supplies within budget allocations and maintains inventory control.

Maintains an updated department procedural manual for budget functions.

Assists with preparation of bid requests for department purchases.

Grant Compliance

Provides support for preparation and submission of department grant applications to various funding agencies.

Serves as liaison between department personnel and Budget & Grants for processing of expenditure requests including purchase orders, personnel/student travel, work orders, warehouse requisitions and cash/mileage reimbursements for department.

Maintains current knowledge of federal and state grant funding policies, regulations, and procedures.

Other Duties as Assigned

Performs all job-related duties as assigned and in accordance with Board rules, policies and regulations. All employees are expected to comply with lawful directives in rare situations driven by need where a team effort is required.

Knowledge, Skills & Abilities

Knowledge of applicable federal and state laws regarding education and students.

Knowledge of budgets and budgeting processes for both local and federal funds and experience in developing and managing central or campus budgets.

Knowledge of business intelligence tools.

Skill in conducting cost-benefit analyses, including using judgment and creativity in considering the relative costs and benefits of potential actions to choose the most appropriate one.

Skill in performing mathematical and financial calculations with accuracy.

Skill at the intermediate level, working with Microsoft Office 365, especially Excel, Outlook, PowerPoint, and Word.

Ability to manage and create budgets, and monitor and maintain accurate reports.

Ability to exercise discretion regarding matter of sensitive or confidential nature.

Ability to read and understand grant requirements and other legal documents.

Ability to collect and evaluate data and prepare recommendations based upon such information.

Ability to plan, organize, and coordinate a variety of business, accounting and financial functions.

Ability to use software to create spreadsheets, databases, word processing, and operate other applicable software.

Ability to communicate effectively, both oral and written forms.

Ability to engage in self-evaluation with regard to performance and professional growth.

Ability to establish and maintain cooperative working relationships with others contacted in the course of work.

Travel Requirements

Travels to school district buildings and professional meetings as required.

Physical & Mental Demands, Work Hazards

Tools/Equipment Used: Standard office equipment including computer and peripherals; standard instructional equipment.

Posture: Moderate sitting; occasional stooping, squatting, kneeling, bending, pushing/pulling, and twisting.

Motion: Frequent repetitive hand motions, including keyboarding and use of mouse; occasional reaching; moderate walking.

Lifting: Occasional light lifting and carrying (less than 15 pounds).

Environment: Work inside and outside (exposure to sun, heat, cold, and inclement weather); exposure to noise; may require occasional irregular and/or prolonged hours.

Attendance: Regular and punctual attendance at the worksite is required for this position.

Mental Demands: Maintains emotional control under stress; works with frequent interruptions.

Minimum Required Qualifications

Education: (See approved combinations of Education & Experience below) o Accredited High School diploma, GED, or Texas Certificate of High School Equivalency required;

o Bachelor's degree from accredited college or university preferred;

o Coursework in a business or administration field preferred.

Certification/License: None.

Experience: (See approved combinations of Education & Experience below) o 2-6 years' accounting, business planning, or cash handling experience required. Approved combinations:
