Under the direction of the President, the Vice President of Administrative Services/Chief Financial Officer (VP/CFO) serves as the Colleges chief steward of financial and administrative resources. The VP/CFO provides strategic leadership, oversight, and accountability for all financial operations and select administrative services in support of the Colleges mission, vision, and strategic priorities.
The VP/CFO is responsible for planning, organizing, and supervising the business and administrative services of the College. These functions include the Business Office, Facility Services, Purchasing, Accounting, Bookstore, Child Development Center, and auxiliary enterprises and administrative services such as receptionist/switchboard, postal services, shipping and receiving, inventory control, and disposal and construction planning/supervision. This role provides executive-level guidance to the President and Board of Trustees on financial and administrative matters, ensuring responsible stewardship of various fund types while supporting innovation, operational efficiency, and institutional effectiveness. Essential Duties

Education and Experience:
Requires BA/BS in accounting, finance, business administration, or closely related field from a regionally accredited institution.
Significant progressively responsible experience in financial management, budgeting, and fiscal oversight.
Demonstrated experience in financial reporting, internal controls, compliance, and audits.
Strong analytical, communication, interpersonal, and organizational skills.
Demonstrated ability to lead and manage professional staff.
Preferred Qualifications
Masters degree in accounting, finance, business administration, or closely related field from a regionally accredited institution.
Certified Public Accountant (CPA) or equivalent professional credential.
Senior financial leadership experience in higher education or the public sector.
Knowledge of governmental accounting and public funding models
Experience within the North Carolina Community College System or similar public higher education environment. Physical Demands

Working Conditions
Work is performed in a typical office environment. Regular work week; Some evening work required.

Essential Duties
- Serves as principal advisor, with assistance from the Controller, on college business functions and execution of such contracts or other legal documents in the interest of the College for services and operations.
- Develops operating policies and procedures pertaining to fiscal services.
- Provides fiscal statistical data, information and reports as may be required in making administrative decisions.
- Leads the development of financial data, analyses, and strategic recommendations to support budget preparation, resource allocation, and institutional expenditure planning.
- Maintains liaison relationship with college instructional divisions and other administrative units on fiscal and related logistical matters.
- Develops instructions, training, regulations and guidelines for effective budgeting practices, accounting controls, and related matters regarding the fiscal operations of the College.
- Works in conjunction with personnel in Instruction and Student Development to provide leadership in budgetary matters as well as in the development of policies and procedures and other related functions.
- Supervises all personnel assigned.
- Closing out year-end including preparation of financial statements and related information required by the office of State Controller and State Auditor.
- Supervises the Director of Facility Services regarding construction projects phases: planning, required reporting, reimbursement, accounting, etc.
- Coordinates and assists with financial audit by Office of State Auditor.
- Serves as principal advisor, with assistance from the Human Resources and Organizational Development office on college policies and procedures related to the personnel function.
- Maintains appropriate insurance coverage for the College.
- Reconciles budget availability to budget request.
- Prepares Person and Caswell County budget requests.
- Other duties as assigned.
