Main Purpose of Job
The main purpose of this position is to monitor the Army and Air Operations and Maintenance\nbudgets. This position will assist with the preparation of federal funded program expenses,\nprepare vouchers, and work with the Cooperative Agreement Accountant. The Agency Budget\nSpecialist will monitor program spending, resolve discrepancies, host monthly program\nreporting meetings, and evaluate budget modification proposals, while also having the ability to make program budget recommendations to the Fiscal Services Chief and Chief Financial Officer.\n
POSITION DUTIES
Position duties include but are not\nlimited it:\n\n\n\nMonitor federal fund program\nexpenditures.\nProcess federal grant vouchers.\nMonitor MMD requisitions email accounts\nto ensure timely approvals.\nEnsure purchasing requests comply with\norganizational policies and funding restrictions.\nEnsure proper expenditure recording.\n
MINIMUM QUALIFICATIONS
Experience:Five years of experiencein budget preparation, presentation and execution.\n\n\nNotes:\n\n\n1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experiencein budget preparation, presentation and execution for the required experience.\n\n\n2. Candidates may substitute 30 credithours of graduate education from an accredited college or university in accounting, business administration, economics, finance, political science or public administration for the required experience.\n\n\n3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the requiredexperience.\n\n
DESIRED OR PREFERRED QUALIFICATIONS
Experience working with budgets\n Experience monitoring and approving requisitions\n Experience processing reimbursable expenditures\n Knowledge and experience using FMIS\n\n
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned\nduties which require the operation of a motor vehicle. Employees assigned\nsuch duties will be required to possess a motor vehicle operator's license\nvalid in the State of Maryland with less than 5 points to operate a state\nvehicle.\n
SPECIAL REQUIREMENTS
Common Access Card\n(CAC) required. This position will require the ability to pass a Federal\nbackground check in addition to a State background to access the facilities and\ncomputer systems by being issued a CAC card. The ability to obtain and maintain\nthis access to the facility and CAC card is a condition of employment for this\nposition.\n\n\nEmployees must be able\nto successfully complete a State and Federal background check.\n
