Job Summary The Transmission Regulatory Affairs Specialist Staff plays a pivotal role in managing and delivering high stakes, federal and state-regulated utility filings before FERC and state public utility commissions. This position combines deep regulatory know how with strong project leadership to guide cross functional teams through complex, deadline-driven proceedings that support cost recovery and earnings realization for AEP's transmission business. This is a senior individual contributor role (not a people manager) that leads work through influence and project governance. The Transmission Regulatory Affairs Specialist Staff coordinates filing strategy, schedules, testimony development, discovery responses, and compliance with federal and state filing requirements while partnering closely with operating company leadership, legal counsel, finance, operations, and other internal stakeholders. Success requires excellent judgment, communication, and the ability to translate complex regulatory, financial, and operational information into clear, persuasive filings and stakeholder-ready messagingaligned with AEP's Core Principle of Regulatory Integrity. Job Description What You'll Do: Lead Major Federal and State Regulatory Filings (Project Leadership) Serve as the case lead / project manager for significant commission filings. Build and manage integrated case plans: milestones, deliverables, witness coordination, internal reviews, and submission schedules. Coordinate Testimony, Discovery, and Hearing Support Coordinate development and review of direct, rebuttal, and surrebuttal testimony across multiple witnesses and disciplines. Oversee the end-to-end discovery process (data requests, interrogatories, responses, internal approvals) in coordination with legal and subject matter experts. Support hearing preparation by organizing exhibits, briefing materials, and cross-functional inputs; assist with settlement/final order implementation activities. Contribute to Regulatory Strategy & Case Outcomes Partner with leaders and subject matter experts to shape filing strategy and position cases for strong, balanced outcomes. Evaluate alternative approaches to cost recovery, timing, and messaging; identify key cost drivers and develop clear narratives supported by data. Monitor intervenor positions and commission feedback to adjust strategy and recommend responses that strengthen the record. Communicate Clearly to Diverse Audiences Prepare and present complex regulatory issues in a clear, concise, and persuasive manner for leadership, internal teams, and regulatory stakeholders. Translate technical/financial concepts into stakeholder-ready summaries and decision memos. Build Networks & Strengthen Regulatory Excellence Build strong internal partnerships across operating companies and corporate functions; leverage networks to gather insights and resolve issues quickly. Maintain awareness of commission trends, peer utility filings, and legislative developments affecting operations and regulatory strategy. Core Skills & Competencies Strong project leadership capability: planning, execution, risk management, and managing tight regulatory timelines. Excellent written and verbal communication, including the ability to synthesize complex issues for executive audiences. High attention to detail and ability to manage multiple priorities in a fast-paced, regulated environment. Proficiency in Microsoft Excel and related tools for tracking, data analysis, and schedule management. Regulatory & Industry Knowledge Working knowledge of utility regulatory processes: commission procedures, filing requirements, testimony development, discovery, and settlement/order implementation. Ability to read and interpret state administrative code and commission rules (e.g., Standard Filing Requirements). Understanding of ratemaking principles and cost recovery concepts; knowledge of distribution, transmission, and generation is a plus. What We're Looking For: Education: Equivalent professional experience or bachelor's degree from an accredited college or university in Accounting, Business, Economics, Engineering, Finance, or a related field. Experience: Requires 8 years of relevant experience with emphasis in one or more of the following: Transmission siting and outreach, Transmission project management or development, Federal and/or state regulatory filings, testimony coordination, discovery management Electric utility experience preferred. Prior experience leading projects or coordinating cross-functional teams strongly preferred (formal people-management not required). Additional Requirements: May be required to support time-sensitive filings (including occasional evenings/weekends/holidays around commission deadlines). Occasional travel for hearings, stakeholder meetings, witness support, training, and other regulatory-related events.
