This position offers an exciting opportunity to play a key role in supporting the Countys tax administration and revenue collection operations while serving the citizens and businesses of the community. The employee performs responsible administrative, financial, and customer service work involving the review, verification, preparation, and maintenance of tax-related information used in the billing and collection of real property, personal property, and special assessment taxes.

Employees in this role regularly interact with taxpayers, attorneys, financial institutions, and other agencies to provide information, explain tax-related processes, and assist with resolving account issues in a professional and courteous manner. This position is ideal for individuals who enjoy analytical work, problem-solving, attention to detail, and working in a fast-paced environment where accuracy and customer service are essential.   • Researches and identifies businesses and individuals owing delinquent real property, personal property, and special assessment taxes utilizing a variety of resources, including employment records, bank information, computerized databases, tax abstracts, CBI, and Employment Security Commission records.
  • Communicates with delinquent taxpayers regarding available payment and resolution options, including payment in full, payment arrangements, wage garnishments, bank levies, foreclosure actions, and seizure or auction of property in accordance with applicable laws and County policies.
  • Establishes and monitors payment plans for delinquent taxpayers; receives, verifies, and processes payments; issues receipts; and posts payment information to tax records, reports, and permanent financial records.
  • Prepares and maintains documentation necessary to initiate foreclosure proceedings, garnishments, levies, bankruptcy actions, and other collection activities associated with delinquent tax accounts.
  • Calculates penalties, interest, and other charges applicable to delinquent and special assessment accounts; prepares and distributes notices and correspondence requesting payment or additional information.
  • Verifies, compiles, and maintains accurate financial and tax-related records; prepares bank deposits for collected revenues and ensures accountability and accuracy of funds received.
  • Assists taxpayers and the general public with inquiries related to tax payments, delinquent accounts, and property assessments by providing information, explaining procedures, and referring individuals to appropriate officials or departments as needed.
  • Prepares, reviews, edits, and analyzes information related to tax billings, special assessments, adjustments, refunds, revenue collections, and other tax program documentation to ensure accuracy, completeness, and compliance with established procedures.
  • Enters and updates tax-related information within departmental automated systems and databases; identifies discrepancies, makes necessary corrections, and submits verified information for processing.
  • Prepares certificates and supporting documentation for outside collections and coordinates with other counties and agencies regarding the collection of delinquent taxes.

Graduation from an accredited two-year community college with a degree in business, finance, accounting, or related field; or an equivalent combination of education and experience.

Managers Preference: Experience with property tax

  • Knowledge of the North Carolina Machinery Act, County tax policies, and applicable laws, regulations, and procedures related to tax listing, assessment, billing, and collections functions.
  • Knowledge of the forms, records, office practices, and administrative procedures utilized in tax administration, revenue collection, record maintenance, and research activities.
  • Knowledge of the overall tax process and its impact on taxpayers, businesses, and the general public.
  • Skill in utilizing automated systems, databases, and computer applications related to tax administration, reporting, records management, and legal documentation.
  • Skill in accurate data entry, data retrieval, record verification, and preparation of reports, financial records, and legal instruments.
  • Ability to communicate effectively and professionally in both oral and written forms with taxpayers, co-workers, public officials, and the general public.
  • Ability to perform detailed mathematical and arithmetical calculations accurately and efficiently in the preparation and review of tax records and financial information.
  • Ability to explain tax laws, policies, procedures, and collection processes courteously, tactfully, and effectively to taxpayers and other stakeholders.
  • Ability to establish and maintain effective working relationships with co-workers, County officials, outside agencies, and the public as necessitated by work assignments.
  • Ability to maintain accurate records and reports, analyze information, identify discrepancies, and process information with a high degree of accuracy and attention to detail.

Conditions of Employment:

Employees are required to complete the North Carolina Fundamentals of Tax Collection and North Carolina Fundamentals of Property Tax Listing and Assessing Course within 24 months.

Successful candidates who receive a conditional offer of employment with Cumberland County must pass pre-employment screenings, including criminal history checks and drug screenings, as required by Cumberland County Policies and Procedures, prior to beginning work or receiving a final offer of employment.
