This position is responsible for accounting functions associated with the Rural Health Transformation (RHT) Project and responds to inquiries about RHT accounting processes and status updates. The ideal candidate will apply analytical skills, experience with accounts payable, and strong familiarity with accounting principles in this position that offers a hybrid remote work option and supports important rural health care work across Washington.

About the division:
This position is located within HCAs Financial Services Division (FS), which, in collaboration with other HCA divisions and a variety of external stakeholders and legislative partners, provides strategic financial expertise for Apple Health, Community Behavioral Health, Public Employees Benefits Board (PEBB) and School Employees Benefits Board (SEBB) programs. In addition, FS oversees the budget and compliance functions necessary to manage and monitor the single largest Washington state individual operating budget. Functions include budget management, accounting, forecasting, professional and hospital rate setting, financial analysis, and payment/collection operations.
About the position:
This position serves as the principal assistant to the Deputy Accounting Section Manager supporting the Rural Health Transformation (RHT) Project and is responsible for leading the accounting functions that support Washington States RHT initiatives / project grant offered through the federal agency, Centers for Medicare and Medicaid Services (CMS). This position is responsible for planning, organizing, and performing at an expert level of all aspects of accounts receivable and accounts payable activities related to the RHT Project.
This position is eligible to telework but is frequently required to report on-site to meet business need. The default assigned work location of all Health Care Authority (HCA) positions both on-site and telework eligible positions is within the State of Washington. This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs. All agency employees are required to report on-site in Olympia on their first and last days of employment to pick up and return state-issued equipment, regardless of telework status or location.
Some of what you will do:
- Establish, develop, and maintain the accounting and monitoring for all aspects of the Washington States Rural Health Transformation Project (RHTP).
- Establish, develop, and maintain fiscal reports used to review, analyze, and ensure accurate reporting of the RHTP status monthly.
- Perform research and analysis of financial expenditures and documents, technical financial problems, and other state and federal resources such as regulations, laws, and statutes.
- Establish, develop, and revise accounting policies and procedures for compliance with state and federal rules and regulations.
- Attend meetings with program, budget, and fiscal staff and respond to questions on the financial status of RHTP and contract records.
- Develop, initiate, and perform the financial plan to carry out all aspects of the accounting activities for the Washington States Rural Health Transformation Project (RHTP).
- Plan, organize, and perform all accounts payable, accounts receivable, and general ledger accounting functions.
- Analyze complex financial data.
- Develop and maintain fiscal reports.
- Perform financial review and analysis.
- Provide fiscal oversight and monitoring of the interagency and contractual agreements.
- Perform monitoring of the fund source.
- Perform complex journal voucher adjustments.
Required qualifications:
Qualifying candidates will meet one of the following criteria options:
Option 1:
- Eight (8) years of relevant professional experience in any of the following areas:
- Experience with accounts payable and receivable processing, financial report analysis, reconciliation and resolution.
- Experience analyzing complex financial data and reports, federal and state accounting rules, regulations, policies and procedures.
- Experience performing research, analyzing, and drawing conclusions from fiscal data; with the ability to support recommendations with facts and analysis; interpret and apply rules, laws, policies, and procedures.
Option 2:
- Associate degree which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting and
- Six (6) years of relevant professional experience in any of the areas mentioned above.
Option 3:
- Bachelors degree which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting and
- Four (4) years of relevant professional experience in any of the areas mentioned above.
Option 4:
- Masters degree in a financial related field or certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager, or Management Accountant and
- Two (2) years of relevant professional experience in any of the areas mentioned above.

- Ability to develop positive, productive, respectful work relationships with customers and co-workers.
- Manage change in an ever-changing environment.
- A general understanding of principles and procedures of governmental accounting.
- Working knowledge of the federal grant process from application submittal to reporting and closing.
- State of Washingtons budget and accounting policies and regulations.
- Principles and procedures of governmental accounting.
- Cost allocation and account code structure.
- Apply established accounting methods to a variety of accounting transactions.
- Assemble, analyze, and prepare reports of complex financial data.
- Follow and comprehend complex policies, procedures, directions, and regulations.
- Working knowledge of federal grant processes from application submittal to reporting and closing.
Experience using the following Federal Systems:
- Payment Management System (PMS)
Experience using the following Statewide Systems:
- Agency Financial Reporting System (AFRS)
- Enterprise Reporting (ER)
- Web Intelligence (WebI)
- DES Contract Database (ECMS)
