Job Summary

This position is located in the D.C. Department of Employment Services (DOES), Division of Tax for the Office of Paid Family Leave (OPFL), Audit Collection Unit. The Department of Employment Services (DOES) mission is to connect District residents, job seekers, and employers to opportunities and resources that empower fair, safe, effective working communities. The mission of the Office of Paid Family Leave is to plan, develop, and administer a paid leave program for the District of Columbia under the provisions of the Universal Paid Leave Amendment Act of 2016 ("Paid Leave Act").

Duties and Responsibilities

Registers employer accounts, determines tax liability, receives and examines employer's reports and remittances, calculates contribution dues, adjusts PFL tax accounts and recommends adjustments based on changes in data. Prepares accounting adjustment entries, bills employers for tax amounts and validates credits and refers for refunds. Refers delinquent accounts to the appropriate office and answer inquiries from employers and their representatives concerning tax accounts. Provides reporting requirements and liability for PFL taxes factors. Explains the law, rules and regulations under the Paid Leave Act to employers or employer representatives. Assists with the collection of all outstanding Paid Family Leave taxes. Manages employer tax collections activities, while maintaining customer accounts to ensure payments are received within the terms of the Paid Leave Act. Researches and troubleshoots collection disputes and escalate issues that may result in the denial of Clean Hands Certificates, business property liens or property seizures.

Reviews and resolves variances between tax and wage data. Processes credit and refunds on employer overpayments, cancels misdirected refund checks and follows up with employers that have aged receivables on a daily basis and invoice employers accordingly. Compiles and prepares documents for employer requested appeals. Updates employer's records when necessary. Ensures taxpayers are informed on the proposed audit changes and that the updated changes are reflected in the system. Utilizes the automated tax system to reconcile financial statements and reports, monitors and makes adjustments. Follows policies and standards in the assessment of penalties within the latitude permitted by law and for the collection of such penalties. Applies investigative techniques, procedures and methods. Performs onsite visits to determine the accuracy of the claims. Corrects errors in batches for updates to employer accounts. Maintains entry and makes corrections to quarterly contribution and wage reports. Reviews and enters payment, employer wage amendments, and other transactions into accounting systems.

Qualifications and Education

Applicants must have at least one (1) year of specialized experience equivalent to the CS-9 grade level in the District of Columbia government service obtained from the public or private sector. Specialized experience is experience which is in or directly related to the line of work of the position and has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position such as but not limited to the knowledge of PFL tax registration and accounting procedures. Knowledge and skill in payroll processing and payroll record maintenance. Knowledge of accounting practices, principles and methods.

Duration of Appointment: Career Service - Term NTE 13-Months

Salary: $74,893- $96,547; Based on qualifications and funding

Collective Bargaining Unit (Union): This position is covered by AFGE Local 1000 Collective Bargaining Unit.

Position Designation: This position has been designated as Security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.

Residency Preference: Applicants claiming "Residency Preference" will be required to maintain residency in the District of Columbia for a minimum of seven (7) years from the date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona-fide District residency for the seven-year (7-year) period will result in forfeiture of employment.
