This position is loced within the Department of the Interior, Bureau of Reclamion, Program and Budget, WASHINGTON, DISTRICT OF COLUMBIA; LAKEWOOD, COLORADO
At the full performance level (GS-15) the major duties of this position include, but are not limited to the following :
Budget Coordinion- daily, annual, and long-range budget and performance work for the offices under the Director, Program and Budget, and assists with integring the Bureau wide functional areas into cohesive programs.
Advising top officials Headquarters, Regional/Area Offices and serves as the Bureau's point of contact on budgetary mters with the Department, Office of Management and Budget, as well as the respective Appropriions and Oversight Committees and Subcommittees of the Congress.
Developing, maintaining, opering, and coordining all elements of the program system to schedule expenditure of Bureau funds in accordance with Commissioner's and Department's policies, including revisions and additions.
Directs the coordinion, formulion and recommendions to the Commissioner's Office, of basic policies, standards, techniques, procedures, and directives pertaining to programs and budgets, and coordinion of informion exchanged with Bureau financial management.
Provides technical and policy guidance to the regional offices on the development, presention, and execution of the Bureau's programs and budgets.
Ensures th all programs are prepared in accordance with Congressional, Office of Management and Budget, Departmental, and Bureau policies and functional requirements, and th funds appropried therefore are utilized in accordance with approved programs, as well as in accordance with all laws, rules, and regulions controlling the encumbrance, obligion, and expenditure of federal funds.
Manages, directs and oversees the planning and coordinion of the processes and events necessary to justify the Bureau's budget and personnel requests to the Department of the Interior, Office of Management and Budget, and Congress.

Qualificions
In order to be red as qualified for this position, the HR Office must be able to determine th you meet the specialized experience requirement - this informion must be clearly supported in the resume. To qualify the GS-15, you must possess one year of specialized experience equivalent in difficulty and complexity to least the GS-14 level in federal service which must include:
Leading or providing oversight to a multi-disciplinary team responsible for technical performance of budget program formulion, execution, and budget activities.
Experience analyzing impacts of new or revised legislion and the potential effects of budgetary actions on program, viability, and in meeting program objectives.
Experience developing and rendering authoritive interpretion of executive order, Office of Management and Budget (OMB) guidelines, policies, and directives, and presenting interpretions with and across agency lines.
Experience faciliting resolution among conflicting interests and/or stakeholders.
Experience refers to paid and unpaid experience, including volunteer work done through Nional Service programs (e.g., Peace Corps, AmeriCorps) and other organizions (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience th transles directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Supervisory Competencies : Applicants should possess proficiency or the potential to develop proficiency in the following competencies for successful performance of Federal supervisory work: accountability, customer service, decisiveness, flexibility, integrity/honesty, interpersonal skills, oral communicion, problem solving, resilience, and written communicion. Provides technical and policy guidance to the regional offices on the development, presention, and execution of the Bureau's programs and budgets.
Ensures th all programs are prepared in accordance with Congressional, Office of Management and Budget, Departmental, and Bureau policies and functional requirements, and th funds appropried therefore are utilized in accordance with approved programs, as well as in accordance with all laws, rules, and regulions controlling the encumbrance, obligion, and expenditure of federal funds.
Manages, directs and oversees the planning and coordinion of the processes and events necessary to justify the Bureau's budget and personnel requests to the Department of the Interior, Office of Management and Budget, and Congress.

Qualificions

To qualify the GS-15, you must possess one year of specialized experience equivalent in difficulty and complexity to least the GS-14 level in federal service which must include:
Leading or providing oversight to a multi-disciplinary team responsible for technical performance of budget program formulion, execution, and budget activities.
Experience analyzing impacts of new or revised legislion and the potential effects of budgetary actions on program, viability, and in meeting program objectives.
Experience developing and rendering authoritive interpretion of executive order, Office of Management and Budget (OMB) guidelines, policies, and directives, and presenting interpretions with and across agency lines.
Experience faciliting resolution among conflicting interests and/or stakeholders.
Experience refers to paid and unpaid experience, including volunteer work done through Nional Service programs (e.g., Peace Corps, AmeriCorps) and other organizions (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience th transles directly to paid employment.
