Position Summary
As a Collections Specialist, you will be responsible for researching, developing, operating and improving the Estate Recovery Section. Additional responsibilities include:
- participation in program planning and policy settings along with the development of procedures.
- coordination of recovery claims and payments as well as estate recovery processes to ensure that the Medicaid, BadgerCare Plus; non-Medicaid Family Care; Community Options Program; and the Wisconsin Chronic Disease Program recover the fullest amount practicable.
In addition, this position works with a wide range of contacts including high-level Department, Division and Bureau managers, and officials of other state agencies, federal officials, Legislators, lobbyists, professional organizations, Medicaid officials, and the Medicaid fiscal agent.
Salary Information
The starting pay is between $27.00 and $28.00 per hour (approximately between $56,200 and $58,200 per year), depending on qualifications, plus excellent benefits. A 12-month probationary period is required.
Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. This position is in pay schedule and range 07/04.
Job Details
- All applicants who may be appointed to this position will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.
- For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.
- Employees must have access to secure high-speed internet for remote work option. Mileage reimbursement to the employee's headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.

Qualifications
Minimally qualified applicants will have both of the following:
- Experience with case management, performing activities such as assessing and evaluating individual cases, establishing and maintaining detailed case files, documenting, etc.
- Experience explaining complex or controversial information when responding to in-person, telephone, or written inquiries, on topics such as policies and program requirements.
Well-qualified applicants will also have one or more of the following:
- Experience working with Medicaid programs such as BadgerCare Plus, long-term care programs, other public assistance programs, etc.
- Experience working in an estate recovery program.
