Org. Setting and ReportingThis position is located within the Common Administrative Platform at United Nations Headquarters, referred to as the One Executive Office (\"one EO\"), under the Division of Administration in the Department of Operational Support (DOS). One EO has started its transition phase on 1 January 2026 as part of the UN80 reform initiative, which aims to consolidate common administrative functions across Secretariat entities into unified service platforms. One EO provides the full range of administrative and operational services required by New York-based Secretariat client entities to fulfill their mandates, including human resources management, financial administration, travel, and general administrative support. Specifically, this position is located at the Client Desk providing administrative and operational support to assigned entities, including but not limited to the Office of Counter-Terrorism, Department of Political and Peacebuilding Affairs and Department of Peace Operations. The incumbent will report to the Senior Administrative Officer under the overall guidance of the Chief of the Desk. ResponsibilitiesWithin delegated authority, the Finance and Budget Officer will be responsible for the following duties: Budget preparation: Reviews and analyses data with respect to the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements for Trust Funds administered by the One Executive Office as well as other ad hoc programme activities. Provides support to managers with respect to the elaboration of resource requirements for budget submissions and project proposals. Reviews, analyses and provides input into finalization of programme budget/financial implications to the Security Council statements in light of additional mandates. Provides substantive support to relevant intergovernmental and expert bodies in their budget review; assists in securing approval from the General Assembly. Budget administration/ financial management: Issues allotments, including redeployment of funds when necessary, ensuring appropriate expenditures. Monitors budget implementation and determines/recommends reallocation of funds when necessary. Monitors expenditures to ensure that they remain within authorized levels. Reviews all requisitions for goods and services to ensure correct objects of expenditure have been charged, ensuring availability of funds. Administers and monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures. Prepares and reviews financial reports to donors on use of funds Prepares relevant documentation with respect to budget performance submissions. Reviews and makes appropriate recommendations with respect to the finalization of budget performance reports, analysing variances between approved budgets and actual expenditures. Provides substantive support to intergovernmental and legislative bodies as well as internal and external audits and evaluations. Provides expert advice to programme managers on the application of Financial Rules and Regulations, and related policies and procedures. Prepares monthly reports on the status of allotments and review unliquidated obligations. Conducts year-end activities in the areas of responsibility, including reviewing of open items. Coordinates and provides guidance on the implementation of the Integrated Planning, Monitoring and Reporting (IPMR) module in Umoja. General: Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme and/or peacekeeping budgets and trust funds, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures. Monitors and supervises the work of subordinate staff as required. Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. EducationAn advanced university degree (Master's or Doctorate degree, or equivalent) in business administration, finance or related fields is required. A first-level degree (Bachelor's degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree. Job - Specific QualificationNot available. Work ExperienceA minimum of five years of progressively responsible experience in finance, budget, business administration or related area is required. Experience with Trust Funds administration preferably in an international organization is required. One (1) year or more of experience in data analytics, including in analyzing large sets of financial data and producing reports using data analytics tools in an Enterprise Resource Planning (ERP) System (such as Umoja), is required. Experience in applying financial rules and regulations in the United Nations or a comparable international organization is desirable. Experience working with the United Nations common system is desirable. Experience with coordinating and providing guidance on the implementation of the Integrated Planning, Monitoring and Reporting (IPMR) module in Umoja is desirable.
