and Duties Under the general direction of the Accounting Administrator II, and utilizing knowledge of the laws and statutes of the State of California, fiscal systems including Financial Information System for California (FI$Cal), governmental and state accounting procedures, accounting rules and regulations maintained in the State Administrative Manual and the Uniform Code Manual, and procedures prescribed by the State Controllers Office (SCO), the incumbent will be responsible for performing the most complex technical and analytical duties. The incumbent is required to maintain consistent regular attendance and perform the full range of duties.

Duties Performed: (Candidates must perform the following functions with or without reasonable accommodations.)

Work independently, set priorities, concurrently manage several complex assignments, and meet deadlines with overlapping time frames.

Perform and/or lead a team of analysts to perform the most complex analytical duties pertaining to:
  • complex payments
  • fund reconciliation
  • journal entries preparation and year-end financial reporting
  • analysis and research of complex questions and inquiries resulting in clear concise analysis and recommendations
  • process reviews to streamline and modernize the program processes
  • Agile Payment System and FI$Cal processes and task implementation
  • bill analysis for legislation impacting the Section
  • implementation of legislative changes to various apportionment programs
Provides guidance and train back-up staff.
Perform peer reviews and back-up payment duties.
Track, review, analyze, and advise management as the Section legislation coordinator on legislation that impacts the section. Monitor and analyze existing and proposed legislation to determine impacts to the organization. Advise management on resource needs and workload impacts that are a result of changes to existing laws and regulations or accounting rules and procedures. Recommend amendments to legislation.
Collaborate with other staff members to ensure changes are implemented accurately and timely. Ensure internal controls and statutory requirements are followed.
Communicate and work collaboratively with stakeholders from other state agencies, local governments, and other interested parties. Prepare correspondence and maintain complete and accurate documentation and records of incoming and outgoing correspondence and documentation.

This position is located at The Park, a quaint and historical campus environment two blocks from McKinley Park, in the heart of residential East Sacramento. This position is eligible for hybrid telework under California Government Code Section 14200 for eligible applicants residing in California. All telework schedules are subject to change and may be reevaluated at any time. Specific telework arrangements may be discussed in more detail with the respective hiring manager. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the State Controller's Office policies.

In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027.
