This position will serve as a Budget Analyst within the Maryland Department of Budget and Managements Office of Capital Budgeting. This position has direct responsibility for analysis and oversight of capital budgets for assigned State agencies. This position will analyze and prepare budgets of assigned agencies and assist in the management of the State's capital budget process.

LOCATION OF POSITION301 W. Preston Street, Baltimore, MD 21201
This is a hybrid work environment that currently allows upto 3 days a week of telework.
POSITION DUTIESExperience in writing reports and making presentations oncapital budget recommendations to senior departmental and other executivebranch officials;
Strong analytical abilities, including understanding ofmathematical and statistical concepts;
Experience with word processing, spreadsheets, and databasesoftware;
Experience in public sector financial management orfacilities management, to include budget analysis,
finance, project management, or capital/facility planning;
Ability to work independently, in teams, and underpressure;
Ability to be productive and fulfill job responsibilitiesin a telework environment; and
Availability to work extended hours as required to meetbudget deadlines.

MINIMUM QUALIFICATIONSEducation: Possession of a master's degree in public policy, public administration, accounting, business administration, economics, finance, statistics, engineering, planning, political science, or similar preferred. Candidates possessing a bachelors degree in one of these fields, or a masters degree in a different area with a minimum of 15 credit hours in these fields, will be considered.
Experience: Starting grade will be determined by specific relevant experience, skills, and knowledge. General guidelines are as follows: Less than 2 years (Budget Analyst I); 2-3 years (Budget Analyst II); 3-4 years (Budget Analyst III) of experience in capital budget formulation, review, or management; public policy, budgeting, or analysis; capital/facility planning; or construction project management.

Experience working in State government, especially in capital/facilities planning, project costing, procurement, and contract management;
Knowledge of performance budgeting concepts;

Excellent written and verbal communication skills;
Experience in writing reports and making presentations on capital budget recommendations to senior departmental and other executive branch officials;
