General Description

The Chief Financial Officer (CFO) is responsible for all financial matters of the Head Start/Early Head Start Program. The CFO will report to and work closely with the Executive Director. Will be responsible for enforcing and keeping staff informed about all federal and local regulations that have an immediate impact on the Head Start/Early Head Start Program. The CFO will oversee all compliance and recognition for government (federal and state) contracts and grants. They must be able to adapt to a continually evolving environment and thrive in an autonomous and deadline-oriented workplace while managing finance staff.

Examples of Work Performed

Applies Principles of Accounting to analyze and present financial operations and estimates future revenues and expenditures to prepare budget: Analyzes records of present and past operations, trends and cost, estimated and realized revenues, administration commitments, and obligations incurred to project future revenues and expenses, using computers.

Documents revenues and expenditures expected and submits to Executive Director.

Supervises accounting personnel for proper and smooth operations of the accounting department.

Establish and maintain proper accounting procedures.

Sets financial and administrative objectives, while developing policies, methods, and procedures, which achieve these objectives.

Makes and implements change to improve the operation and direction of the Head Start/Early Head Start Program financial affairs.

Directs and maintains the accounting system for Head Start/Early Head Start Program.

Prepares financial statements, reports and schedules. Interprets financial data.

Monitors expenditures to ensure appropriations are not exceeded and provide accurate monthly reports for the Executive Director, Area Directors and Policy Council.

Develops annual departmental budgets and control expenditures from same.

Provides monthly quarterly reports to funding source as needed.

Oversees that the program complies with and documents non-federal share.

Complies with personnel, business office, administrative policies and procedures established by the Department of Health and Human Services.

In consultation with the Executive Director, delegates duties and responsibilities to department directors and establishes follow-up procedures to assure completion of assignments.

Establishes operating procedures for departmental tasks in conjunction with Head Start/Early Head Start Executive Director, adhering to Federal and County's policies and procedures.

Implements and revises departmental policies and procedures.

Interprets and enforces county's policies and procedures as they apply to the Head Start/Early Head Start's operation.

Performs statistical analysis on demographics and economic data to prepare the community assessment as per Head Start/Early Head Start Performance Standards.

Develops, modifies, and implements the Management Procedures Manual as per Head Start/Early Head Start Standards.

Provides guidance to Department Directors on personnel and management matters

.

Oversees the preparation of the agency's budget and reports to grantor and policy council.

Prepares special reports to the Governing Bodies of the Head Start/Early Head Start Program.

Attends policy council and grantee board meetings as instructed by the Executive Director.

Performs other duties as assigned by the Executive Director.

Education and Experience

Bachelor's Degree in Accounting, Finance, or Business Administration is required. Master's Degree is preferred.

Certified Public Accountant (Active Certificate) is preferred.

Requires five (5) years of experience in Municipal or Fund Accounting.

Requires two (2) or more years of experience with progressive gains of job knowledge in the area of federal and municipal fund accounting.

Must be Bilingual (English/Spanish).

Must have an automobile and liability insurance for work related travel.
