Duties and Responsibilities

- *Serves as a subject matter expert and lead for University of Hawaii System-wide programs (UOH900) regarding budget, fiscal, and organizational management.
- *Directs and provides overall leadership, technical advice, and assistance for the University in budgetary formulation, analysis, review, and control processes.
- *Oversees budget formulation, annual and long-range budgets, and establishes and monitors resource allocations while reporting results against plan.
- *Serves as a liaison to the University Budget Office and other central offices to coordinate budget-related requests as required by law, policy, or administrative procedure.
- *Serves as day-to-day working supervisor to budget staff and plans, directs, assigns, and evaluates work assignments.
- *Prepares financial and operating reports, including revenue projections and status reports, to provide budgetary analysis for senior administrator decision-making.
- *Develops clear and concise reporting for executive management for strategic long-term planning, providing thorough analysis of the financial impact of these decisions.
- *Prepares various financial benchmarking, trending, and metrics analysis for senior administrators to support and prioritize budget resources.
- *Evaluates expenditure patterns and analyzes all revenue sources, including the impact of tuition and fee increases, to project and maximize income.
- *Prepares and coordinates the preparation of legislative testimonies for biennium and supplemental budget requests.
- Reviews and analyzes budget bills and acts to determine their potential impact on University resources and assists in preparing testimonies stating the University's position.
- Provides guidance related to evaluation and updates necessary to maintain University and Board of Regents (BOR) policies and procedures.
- Leads or supports special projects related to new business strategies, financial operational models, or commercial enterprise initiatives as directed by leadership.
- *Responsible for all budget-related systems and documentation, including BJ/BT Tables, eRevenue, eAnalytical, and eVariance.
- *Serves as the Chart of Accounts Manager, collaborating with fiscal staff to develop and change the account code reporting structure to align with HRS statutes and national standards.
- *Ensures compliance with all government statutes, federal and state laws, and University financial policies.
- *Directs the maintenance of the Operational Expenditure Plan (OEP) and A-19 quarterly allocations for all appropriated funds.

Minimum Qualifications
- Possession of a baccalaureate degree in Accounting, Finance, Business Administration, Public Administration or related field and 7 years of progressively responsible professional experience with responsibilities for budget development, implementation and management; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills, and abilities as indicated.
- Advanced and comprehensive knowledge and understanding of a wide range of developing and emerging concepts, principles and methodologies of the assigned in budget development and implementation, accounting, procurement, contract preparation and administration.
- Comprehensive knowledge and understanding of a wide range of principles, theories, federal and state laws and systems associated with budget development and implementation, accounting, procurement, contract preparation and administration.
- Demonstrated ability to understand problems from a broad interactive perspective and use reasoning to discern underlying principles and issues when problem solving, and apply creative thinking to resolve problems in new and unprecedented approaches.
- Demonstrated written and verbal competence in presenting ideas, concepts and models clearly using persuasion and negotiation to build consensus and cooperation.
- Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
- Demonstrated ability to operate a personal computer and apply word processing software.
For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
- Extensive experience in formulating, preparing and overseeing financial plans and budgeting processes.
- Demonstrated ability in providing analytical reporting and strategic financial guidance to support decisions regarding resource allocations and operations planning.
- Demonstrated ability to actively collaborate with internal and external stakeholders to independently resolve issues.
- Extensive knowledge and experience establishing and evaluating financial benchmarks and performance measures.
Desirable Qualifications
- Masters Degree in Business Administration.
- Budget planning experience in a public university.
- Experience in reviewing legislative bills, drafting testimonies, and providing information to key staff.
- Ability to create advanced spreadsheets using Microsoft Excel, prepare PowerPoint presentations, use a computerized financial information system, and extrapolate and analyze data.
